This service enables you to apply for an NOC for a new Trade Licence, which is a prerequisite to the Trade Licence. The NOC you acquire through this sub-service is used to establish a new company or a branch for an existing company. This service requires you to provide essential information which includes specifying the desired CTA activities and providing the information of your company members.

Eligibility
Companies that obtained a preliminary approval from a Trade Licence source in Dubai (Free zone or Dubai Economy and Tourism) and companies that operate in Dubai and require one or more CTA activities to run its operations, are eligible to apply for this service.

Existing company

  1. The customer clicks on Apply Now.
  2. The customer selects Company Account and logs in through the company RTA account.
  3. The customer clicks on Issue New No-Objection Certificate.
  4. The customer reads the terms and conditions and then approves them by checking the box and clicks on Approve & Continue.
  5. The customer fills the application based on the pre-approval document received from Trade Licence source (the data of the company, activity, members and contact details).
  6. The customer clicks on Submit after reviewing the application details and agreeing to the terms and conditions.
  7. If the activity does not require approval, the customer clicks on Next to proceed to the payment page and then pays the fees after reviewing them and agreeing to the terms and conditions.
  8. If the activity requires approval, the customer receives the approval or rejection within 3 to 15 days through email (upon applying, the customer is redirected to the page that includes the application number for follow-up).
  9. Once approved, the customer receives payment notification.
  10. The customer reviews the payment from the dashboard and pays the fees after agreeing to the terms and conditions.
  11. The customer receives the NOC through email.
  12. After receiving the NOC, the customer proceeds to the Trade Licence source and completes his transaction.
  13. Once the Trade Licence Number is received and the branch is established, the customer must log in to his RTA account dashboard, click on NOC application and select Update Information.
  14. The customer updates the details and clicks on Submit.
  15. Once submission is completed, the customer receives the traffic file number and the activity permit.

New company

  1. The customer clicks on Apply Now.
  2. The customer selects Individual Account and logs in through the UAE Pass
    • The customer enters the Emirates ID or the phone number linked to it.
    • The customer approves the log-in request using the UAE Pass app.
  3. The customer clicks on Issue New No-Objection Certificate.
  4. The customer reads the terms and conditions and then approves them by checking the box and clicks on Approve & Continue.
  5. The customer fills the application based on the pre-approval document received from Trade Licence source (the data of the company, activity, members and contact details).
  6. The customer clicks on Submit after reviewing the application details and agreeing to the terms and conditions.
  7. If the activity does not require approval, the customer clicks on Next to proceed to the payment page and then pays the fees after reviewing them and agreeing to the terms and conditions.

  • The company must have approval from other governmental bodies for some business activities (check the table in the fees section).
  • A Trade Licence issued from any Trade Licence Source within Dubai, which includes practising one or more of the activities mentioned, without receiving an NOC will expose the organization to violations of the law.
  • RTA reserves the right to reject the application and act in accordance with the UAE law in case of fraud or misleading information.
FAQs
  • Question 1: How can the customer activate the online Transportation Activities Rental System?

Answer 1: After obtaining the Traffic File number and the activity permit, the customer must:

  1. Create an account with a username and password on RTA website.
  2. Use the username and password to log in to www.tars.rta.ae.
  3. Check the training material related to TARS.

  • Question 2: What is required to practice the activity of Passenger Transport by Luxury Motor Vehicles after receiving the traffic fine number?

Answer 2: After completion of Trade Licence process and receiving the Traffic File number, the customer must follow the steps below:

  • Register in the ePQ system through the company dashboard.
  • Go to the RTA dashboard and click on Apply for a new contract.
  • Fill in the form and submit it.
  • Once Approved, request the payment schedule.
  • Attach the required cheques and provide the bond to the Finance team.
  • Once all financials are provided, finalise the contract signing.
  • Operate the business after applying for registering the luxury vehicles and the drivers.


  • Question 3: How can I reprint the NOC certificate?

Answer 3: You can reprint the certificate by sending an e-mail to cta.team@rta.ae.

  • Question 4: What are the homogeneous activities? Are there activities that conflict with others?

Answer 4: Homogeneous activities are those that belong to the same group. To consult the list of groups, click here

  • Question 5: How can I modify the NOC information for a new company

Answer 5: You can check the validity of the information when you apply for the service before the certificate is issued and the fee paid. If you wish to change the information on the certificate after it has been issued, you must submit a new request.

  • Question 6: How can I check that the certificate is accurate?

Answer 6: You can check the accuracy of the certificate using the Document Validation Service.

  • Question 7: What is a Takamul Permit?

Answer 8: A permit allowing luxury transport companies to rent vehicles from car rental companies, after providing the required documents (valid Trade Licence, valid contract) and paying the required fees (2,400 AED per permit). The luxury transport company and the car rental company must share a common member to apply for the permit.

To apply for the permit, the customer must follow the steps below:

  1. The customer logs in to TARS.
  2. The customer clicks New Takamul Permit Request.
  3. The customer selects the car rental company.
  4. The customer enters his email and mobile number.
  5. The customer enters the vehicle details.
  6. The customer clicks Search.
  7. The customer selects the vehicle and clicks Next.
  8. The customer validates the details and agrees to the terms and conditions.
  9. The request is sent to the car rental company to receive approval within 24 hours.
  10. If the request is approved, the customer clicks Takamul Permit in the dashboard.
  11. The customer clicks Pay and pays the fees by credit card/debit card or eWallet.
  12. The customer receives a permit valid for 30 days.
