Apply For a Permit to Transport Passengers in Luxury Vehicles

This service enables you to obtain a permit to transport passengers in luxury vehicles.

All investors are eligible to apply for this service.
Required documents
  1. Copy of the Emirates ID
  2. Copy of the passport for citizens
  3. Copy of the passport + residency visa for non-citizens (partners)
  4. Preliminary approval + Trade name reservation certificate
  5. Project feasibility study including:
    • Operating mechanism of the luxury vehicles and cost.
    • The proposed budget to practice the activity and breakdown.
    • The administrative structure and human resources and skills that will be hired to run the activity.
    • Vehicle purchase plan (type, numbers of vehicles) and cost.
    • Vehicle insurance plan and cost.
    • Drivers Recruitment Mechanism and their training and rehabilitation plan.
  6. Undertaking to commit to the fare rate set by RTA, which must be 30% higher than the taxi fare.
  7. Undertaking to integrate the electronic systems and smart applications related to the activity with RTA digital platform as designated by RTA in that regard.
  8. Undertaking to abide by all service level agreements as designated by RTA.
  9. Undertaking not to operate the luxury vehicles until after signing the agreement.
  10. Undertaking to commit to the luxury vehicles categories, the number allowed to operate, the used type of vehicles.

  • Note: For more details on the list of approved vehicles to work in the field of transporting passengers in luxury vehicles, the customer must check with the Planning and Business Development Department at the Public Transport Agency.

  • Question 1: What are the steps the customer must take once he obtains the permit to transport passengers in luxury vehicles?

Answer 1:

  1. The company representative goes to the NOC to Issue a New Trade Licence page.
  2. The company representative settles the fees at the Franchise Services Section at RTA headquarters.
  3. The company representative receives the NOC.
  4. The company representative reviews the application through "Review Trade Licence Request" Service.
  5. The company representative signs the agreement at the Procurement Department at RTA headquarters.
  6. The company representative submits the cheques required for the contract at the Financial Department at RTA headquarters.
  • Question 2: What requirements do companies have to meet to practice the activity of transporting passengers in luxury vehicles?

Answer 2:

  1. Provide an 129,600 AED bank guarantee for 30 vehicles.
  2. Provide a 4,320 AED additional bank guarantee for each vehicle if the number of vehicles exceeds 30.
  3. Provide a vehicle shelter in Dubai to accommodate at least 30 vehicles.
  4. Determine the type of vehicle based on the type of agreement after signing the agreement.
  • Question 3: What is the duration of the agreement and the period of operation of the vehicles?

Answer 3:

  1. Agreement validity: 3 years.
  2. Validity of operating the vehicles: 5 years from the date of manufacture.
  3. Validity of operating the extended vehicles: 10 years from the date of manufacture.
  • Question 4: What is the monthly franchise fee for the vehicles, that must be paid when the contract is signed?

Answer 4:

  1. The companies must pay 432,000 AED for the first year for 30 vehicles under contract, and submit 24 cheques in a monthly payment of 36,000 AED.
  2. If the number of vehicles exceeds 30, 1,200 AED must be paid for each additional vehicle.
