Through the website

  1. If the customer has a traffic file or an RTA account, he can apply for the service via the RTA website. Otherwise, he must first create an RTA account or a traffic file on the RTA website.
  2. The system verifies the customer’s identity by sending an OTP to the registered phone number after the Emirates ID or Passport details are entered.
  3. The customer completes the online theory lectures and passes the test.
  4. If passed, the customer receives the electronic permit through the website and by SMS.
  5. The customer who logged in through the website can find the permit in My Docs in RTA Smart App.

Through RTA Smart App

  1. The customer selects the service through RTA smart app.
  2. If the customer has a driving licence, there's no need for a test. He can download the handbook and check the lectures.
  3. If the customer doesn't have a driving licence, he can check the lectures and take a 30-minute test.
  4. If the customer fails the test, he can retake it.
  5. If the customer passes, he receives the permit and can download it.

  • The customer must meet the requirements of the training and awareness courses provided through RTA website.
  • Valid Driving Licence holders are exempted from the requirement to obtain a permit to drive an electrical scooter, regardless of the licensing authority that issued the licence.
  • Electrical scooter rental companies must ensure that the customer has a driving licence or an electrical scooter driving permit before allowing him to drive.
  • The customer must pass electronically the training course set by the Driving Agency at RTA.

    2. The system verifies the customer’s identity by sending an OTP to the registered phone number after the Emirates ID or Passport details are entered.
    3. The previous permit is displayed. The customer can download it again as the permit doesn't have a validity period.
  • Question 9: What must the customer do if there's a technical issue with the mobile number and OTP?

Answer 9:

    • For Emirates ID holders: The customer must ensure that the mobile number in the Emirates ID is updated to receive the verification OTP.
    • For visitors (passport holders): The customer can enter any UAE mobile number to receive the OTP.

Answer 10: If the customer is a UAE resident and the system couldn’t extract his data through his Emirates ID, the system will request the customer to enter the information manually (full name, nationality, date of birth) to apply for the permit.
