This service enables you to pay the fines issued in Dubai and other incurred fines (fines from other emirates, municipalities, GCC countries), as well as fines related to passengers transport. You can also pay and dispute unpayable fines related to vehicle pounding and black points in Dubai and other emirates in addition to the fines related to the violation of the operational terms of the commercial and operational activities permits according to the governing laws.

Through RTA website

To pay vehicle fines and fines related to passengers transport and to the violation of the operational and regulatory terms of commercial transport

  1. The customer goes to Fines Inquiry and Payment page.
  2. The customer enters the plate details, the driving licence number, the fine number, or the traffic file number, or logs in through UAE Pass.
  3. The customer settles the fines by credit card or e-wallet.
  4. For vehicle fines, the customer receives the receipt through e-mail. For fines related to passengers transport, the customer receives the payment receipt through SMS or e-mail.

To dispute fines related to passengers transport

  1. The customer applies for the service through RTA website and uploads the required documents.
  2. The dispute application is saved in the Complaints and Suggestions in the Public Transport Grievances page - Dubai Bus - Grievances.
  3. The customer receives the dispute application reference number and then its status (approved/rejected) through SMS within 30 working days from the date of receipt of the appeal. This duration can be extended if required.
  4. If the application is approved, the fine status is amended and the refund amount transferred to the customer's bank account within 5 days.

To pay fines related to vehicle pounding and black points

  1. The customer goes to Fines Inquiry and Payment page.
  2. The customer enters the plate details, the driving licence number, the fine number, or the traffic file number, or logs in through UAE Pass.
  3. The customer selects Payable Black Points (in Dubai or other emirates).
  4. The customer specifies if he was driving the vehicle and enters the traffic code received through SMS.
  5. In case someone else was driving, the customer enters the licence details and the driver receives a notification to declare the black points and enters the traffic code.
  6. The driver receives the confirmation on the black points declaration.
  7. The customer settles the fines by credit card or e-wallet.
  8. The customer receives the receipt through e-mail.

Through smart app and self service machines

  1. The customer clicks on the tab of Pay Fines for Others.
  2. The customer enters the plate details, the licence number, the fine number, or the traffic file number.
  3. The customer settles the fines by credit card or e-wallet.
  4. For vehicle fines, the customer receives the receipt through e-mail. For fines related to passengers transport, the customer receives the payment receipt through SMS or e-mail.

Answer 1: To dispute fines related to the violation of the operational and regulatory terms of commercial transport, companies must send the dispute application to the Grievance Committee by email to gla@rta.ae and attach the following documents:

Answer 2: Transporting passengers with unlicensed vehicles in the emirate is considered a violation when the customer provides this as a paid service to people he has no social bond with.

RTA identifies the violation based on its standards and data, according to the procedures stipulated in the Executive Council Resolution regulating the transport of passengers in the emirate of Dubai.

If there is a social bond between passengers, whether they are friends, relatives, or co-workers, the use of a common vehicle to commute in the emirate or from the emirate to outside its borders, is not considered to be a violation of transporting passengers in vehicles unlicensed to transport passengers.
