This service enables you to request, renew, replace, or amend the data of a driving licence in Dubai. You can also add a new category to the current driving licence after passing the required tests, or transfer the training file to another institute.

Eligibility
Individual customers, citizens and residents, taxi companies and governmental entities (Dubai Police General Headquarters and the Civil Defence) in Dubai, who are above the legal age and medically fit, are eligible to apply for this service.
Required documents

To request a new driving licence

For citizens and Dubai residents

  1. Emirates ID

For residents with visas issued in the other emirates, one of the following

  1. Copy of the tenancy agreement approved by ejari or copy of the Title Deed as a proof of residence.
  2. Copy of the company's trade licence (Dubai branch and the branch that issued the residency).
  3. Letter from the company certifying that the customer works in Dubai.
  4. An official document proving that you are currently a student in Dubai.

For diplomats

  1. Copy of the diplomatic passport.
  2. Emirates ID, if any.
  3. A copy of the valid diplomatic card for embassies, consulates and international organisations instead of the Emirates ID.
  4. A copy of a letter from the Ministry of Foreign Affairs valid for at least 6 months from the date of submission.

For People of Determination

  1. Copy of the certificate of transfer to the doctor issued by the Licensing Agency.

Note: The customer should refer to Rashid Hospital for the medical test.

For the Emirati passport holder who is without a family book (Marsoom holders)

  1. Copy of the valid passport.
  2. Copy of the valid Marsoom.

For the Emirati passport holder who is the son of an Emirati woman

  1. Copy of the valid passport.
  2. Valid letter from the General Directorate of Residency and Foreigners Affairs stating that the customer's mother is Emirati

From golden residency holders who have a driver licence from their countries

  1. A copy of the customer previous valid driving licence.
  2. Knowledge test and Road test results.

To renew a driving licence

For all nationalities

  1. Valid Emirates ID.
  2. Eye test, valid for 2 years.
  3. Medical fitness test if the customer’s profession is "driver" (the customer must pass a comprehensive medical test in one of the hospitals accredited by RTA).

For diplomats

  1. A letter from the Ministry of Foreign Affairs.
  2. Emirates ID, if any.
  3. A diplomatic card for embassies, consulates and international organisations instead of the Emirates ID.

For People of Determination (suffering from physical disabilities that may prevent them from driving vehicles)

  1. Copy of the certificate of transfer to the doctor issued by the Licensing Agency.

Note: The customer should refer to Rashid Hospital for the medical test.

For Emirati passport holders without a family book (Marsoom holders)

  1. Original valid passport.
  2. Copy of the valid Marsoom.

For Emirati passport holders, sons of Emirati women

  1. Copy of the valid passport.
  2. Copy of a letter from the General Directorate of Residency and Foreigners Affairs stating that the customer's mother is Emirati.

To replace a lost/damaged driving licence or amend driving licence data

To renew a driving licence

For customers younger than 21 years old

For customers who are 21 years old and over

  • 300 AED driver licence renewal fees.

For evaluation test if the driving licence hasn’t been renewed for more than 10 years

  • 200 AED training file opening fees.
  • 100 AED learning application fees.
  • 50 AED handbook manual fees.
  • 200 AED RTA test fees.
  • 500 AED delay fees for renewing the driving licence.
  • 300 AED driving licence renewal fee.

Note: The delay fine (10 AED) is calculated monthly from the expiry date of the licence, with a maximum of 500 AED. It’s only required to pay the periodic renewal fees and undergo the evaluation test if the licence has been expired for more than 10 years.

To replace a lost/damaged driving licence

  • For customers who are 21 years old and over: 300 AED.

Process

To get a new driving licence or add a new category

  1. The customer applies for the service through RTA Website using the valid Emirates ID.
  2. The customer identity is verified by sending an OTP to the phone number registered in the system.
  3. If the customer is a previous licence holder, he must upload a front and back copy of the licence.
  4. The driving institute contacts the customer to agree on the required training package within 3 working days.
  5. The customer checks the required fees and selects the payment method (full package, initial fees (20% of the amount), or payment in the driving institute).
  6. The customer obtains the digital learning permit through SMS and email to start his training.
  7. The customer completes the process for obtaining the service and starts the training at the institute.
  8. The customer takes an eye test at an Eye Test Centre accredited by the Dubai Health Authority (DHA) and authorised by RTA.
  9. After the customer completes the training requirements for each stage, he books the required test date (Knowledge, Yard or Road).
  10. If he has a previous unexchangeable licence, he can take the golden chance for the Road Test. The test requires no training hours and the chance is given only once.
  11. If the customer fails the Road test, he takes the training hours without the theory part based on his previous experience.
  12. After passing the final test successfully, the customer settles the fees:
    • Through RTA website:
      • The customer receives an SMS on his registered phone number to settle the licence fees.
      • The customer logs in to his account on the website and clicks Licensing Services, then Licence.
      • The customer clicks Pay Now, selects a delivery method to receive the licence, then clicks Next and settles the fees after reviewing them.
      • The customer receives the licence through:
        • Digital Driving Licence
        • Self Service Machines
        • Delivery service, with the fees as follows:
          • Standard delivery: 20 AED
          • Same day delivery: 35 AED
          • Delivery within 2 hours: 50 AED
          • International delivery: 50 AED.
    • At the institute: The customer pays the fees and receives the printed licence.
  13. The customer can receive the electronic licence from the Apple Wallet or Android system through the RTA Dubai App.

To get a new driving licence or add a new category (taxi companies, Dubai Police General Headquarters and the Civil Defence)

  1. The customer logs in to RTA website via the entity account.
  2. The customer selects Driver Services.
  3. The customer selects Add a Driver from the Driver Services list then adds the driver using the Emirates ID.
  4. The customer selects the category to be added.
  5. The customer settles the fees and obtains the learning permit.
  6. The customer selects Book an Appointment from the Driver Services list.
  7. The customer selects the language and centre.
  8. The customer selects and confirms the date and time.
  9. The customer settles the driving test appointment fees and receives the receipt.
  10. After passing all the required tests, the customer selects a delivery method to receive the licence, then clicks Next and settles the fees after reviewing them.
  11. The customer receives the licence through:
    • Digital Driving Licence
    • Self Service Machines
    • Delivery service, with the fees as follows:
      • Standard delivery: 20 AED
      • Same day delivery: 35 AED
      • Delivery within 2 hours: 50 AED
      • International delivery: 50 AED.

To transfer a training file to another institute

Through the website

  1. The customer applies through the website using his valid Emirates ID.
  2. An OTP is sent to the customer's registered number to verify his identity.
  3. The customer clicks Update training file.
  4. The customer clicks Change institute and mentions the reason.
  5. The customer chooses to change branches within the same institute or to change institutes.
  6. The customer is contacted to complete the rest of the procedure at the new institute.

To renew a driving licence

Through Website

  1. The customer takes an electronic eye test at one of the Eye Test Centres.
  2. The customer enters his Emirates ID, driving licence details, or traffic file number and the data is automatically retrieved.
  3. The system verifies the customer’s identity by sending an OTP to his registered phone number.
  4. The customer selects Renewing a Driving Licence from the drivers’ licensing list.
  5. The customer confirms his driving licence details before its issuance.
  6. The customer selects the delivery method (electronic licence through the RTA App wallet, self service machines, or delivery service).
  7. The customer settles all required fees and fines by credit card.
  8. The customer receives a temporary driving licence by email while waiting for the renewed licence, which can be delivered through the below channels:
    • Self Service Machines
    • Customer Happiness Centre Deira or Al Barsha
    • Through the delivery service, with the delivery fees as follows:
      • Standard delivery 20 AED
      • Same day delivery 35 AED
      • Delivery within 2 hours 50 AED

  9. The customer with an Apple device can receive the electronic licence from the Apple Wallet through the RTA Dubai App.

Evaluation Test

If the licence has expired more than 10 years ago or is not issued after passing a Road test, the customer must do the following:

  1. The customer applies for Renewing a Driving Licence.
  2. The system notifies the customer that his licence has expired more than 10 years ago and that an Evaluation Test is needed.
  3. The customer books the test appointment and chooses the institute.
  4. The customer settles the fees.

Through Smart Apps

  1. The customer takes an electronic eye test at one of the Eye Test Centres.
  2. The customer clicks on the service from the Smart App.
  3. The customer scans the QR code from the driving licence, or enters the following information: driving licence number, issue date, birth year and traffic code number.
  4. The customer settles the fines.
  5. The customer settles the required fees by credit card.
  6. The customer receives a temporary driving licence by email while waiting for the original renewed licence, which can be delivered through the below channels:
    • Self Service Machines
    • Customer Happiness Centre Deira or Al Barsha
    • Through the delivery service, with the delivery fees as follows:

  2. The customer requests the mobile truck service for the eye test and driving licence renewal, and selects the day and time that suit him.
  3. The customer settles the required fees and fines.
  4. The customer receives a temporary driving licence by email to print it while waiting for the new licence, which can be delivered through the below channels:

    • Customer Happiness Centre Deira or Al Barsha
    • Through the delivery service, with the delivery fees as follows:

Note: The validity of the temporary licence varies according to the period set by the customer to receive the driving licence, and it ranges between 5 and 15 days maximum.

  2. The system verifies the customer’s identity by sending an OTP to his registered phone number.
  3. The customer selects Replacing a Lost/Damaged Driving Licence from the drivers’ licensing services list.
  4. The customer selects the reason for applying.
  5. The customer verifies his driving licence details before its issuance.
  6. The customer selects the delivery method (self service machines or delivery service).
  7. The customer settles all required fees and fines by credit card.
  8. The customer receives a temporary driving licence by email while waiting for the new licence, which can be delivered through the below channels:

  2. The driving licence details are displayed to the customer for verification and completion of the transaction.
  3. The customer settles the fines, if any.
  4. The customer settles the required fees.
  5. The customer prints the driving licence through the Self Service Machine.
  6. The customer with an Apple device can receive the electronic licence from the Apple Wallet through the RTA Dubai App.

To amend a driving licence

Through the website

  1. The customer logs in to the RTA website.
  2. The customer verifies the eye test validity.
  3. The customer selects Amending Driving Licence Data from the drivers’ licensing services list
  4. The customer specifies and confirms the changes (personal photo, name, nationality, date, with or without glasses).
  5. In case of changing the customer’s personal photo, the customer receives approval through SMS and email within 2 working days.
  6. The customer selects the delivery method (electronic licence through the RTA App wallet, self service machines, or delivery service).
  7. The customer settles the required fees.
  8. The customer receives a temporary driving licence by email while waiting for the updated licence, which can be delivered through the below channels:
    • Electronic licence from the Apple Wallet through the RTA Dubai App
    • Self Service Machines
    • Customer Happiness Centres in Deira or Al Barsha
    • Through the delivery service, with the delivery fees as follows:

Validity

Learning Permit

  • 3 months from the date of the permit issuance.

Driving licence

  • Customers under 21 years old: 1 year
  • Customers 21 years old and above: 2 years.

Renew the Driving licence

  • Below 21 years old: 1 Year.
  • 21 years old and above: 10 years for UAE and GCC citizens and 5 years for residents.

Terms and conditions

To request a new driving licence

  • The customer must be present in person.
  • The customer must be medically fit.
  • Driving Licence categories available for POD are determined based on the medical report.
  • The customer agrees to the terms and conditions when signing the training agreement and submitting the application through the DLS system.
  • The training file is suspended if the customer doesn't take one of RTA tests (Knowledge test, Yard test, Road test) within 6 months from his last appointment date.
  • The customer must pass all the required tests to obtain the driving licence.
  • Once the customer passes the Road test, he receives a temporary licence valid for 7 days through email.
  • If less than two years have passed since the last appointment, the customer must reopen the learning file again to continue the application. If more than two years passed, the customer must apply again for the service.
  • The customer must abide by the following conditions to apply for a learning permit:

Driving licence for motorcycles

  • The customer must not be younger than 17 years old.

Driving licence for light vehicles

  • The customer can open a traffic file after reaching the legal age of 17 years and 6 months. The licence is issued after he passes all the required tests and turns 18.

Driving licence for vehicles that transport passengers

  • Its weight while empty must not exceed 2.5 tonnes, and the number of passengers must not exceed 14 without the driver.

Driving licence for vehicles that transport cargo

  • Its weight while empty must not exceed 2.5 tonnes, and its cargo must not exceed 2 tonnes.

Driving licence for heavy vehicles (all types of heavy and light vehicles)

  • The customer must be 20 years old.

Driving licence for light buses (all types of light buses and vehicles, which number of passengers do not exceed 26 without the driver)

  • The customer must not be younger than 21 years old.

Driving licence for heavy buses (all types of light and heavy buses and light vehicles)

  • The customer must not be younger than 21 years old.

Driving licence for tractors or light equipment (all types of tractors or light equipment, which weight while empty does not exceed 7.5 tonnes)

  • The customer must not be younger than 20 years old.

Driving licence for tractors or heavy equipment (all types of light and heavy tractors and equipment)

  • The customer must not be younger than 20 years old.

Conditions related to the Eye Test

  • The customer must pass the eye test according to the requested category at an eye test centre accredited by the Dubai Health Authority (DHA) and authorised by RTA.
  • The eye test is valid for 2 years.

For drivers of light vehicles and motorcycles

  • Right eye 6/18 -- Left eye 6/18
  • Right eye 6/12-- Left eye 6/24
  • Right eye 6/9 -- Left eye 6/36 or 6/60
  • Right eye 6/6 -- Left eye blind.

For drivers of heavy vehicles with or without spectacles

  • Right eye 6/6 -- Left eye 6/18 or 6/12 or 6/9
  • Right eye 6/9 -- Left eye 6/9.

For the drivers of light and heavy buses, tractors and mechanical equipment with or without spectacles

  • Both eyes must be 6/6 with or without spectacles.

For colour blind customers

  • The customer can apply for the permit on the condition of passing the eye test.

For holders of visas issued in other emirates

  • The customer must not have a driving licence file in another emirate.
  • The activity and name on the trade licence of the company’s Dubai branch must correspond.
  • The customer is exempt from presenting a trade licence if he was a CEO of a company, institution, bank, public oil equipment company, university, or organisation.

To renew a driving licence

  • The validity of the medical test is 6 months from the date of its issuance.
  • All fines on the driving licence must be paid.
  • If the customer was 21 years old and above, the driving licence can be renewed 1 year before its expiry date.
  • If the customer was less than 21 years old, the licence can be renewed 1 month before its expiry date.
  • Temporary or interim driving licences cannot be renewed.
  • The customer’s photograph is retrieved from the Emirates ID scanner.
  • Marsoom holders with an expired passport can renew their driving licence for a maximum period of 1 year.
  • Diplomats, people without a family book (Marsoom), and sons of Emirati women must visit the Customer Happiness Centers Umm Ramool, Al Manarah, Al Twar, Deira, Al Barsha or Al Kifaf to apply for the service in order to fulfil the requirements for their exceptions.
  • The customer can request the mobile truck service for the eye test and licence renewal.
  • The driving licence to be renewed mustn't have been expired for more than 10 years and must be "with owner" in the system.
  • If the driving licence was expired for more than 10 years, its renewal requires an evaluation test.
  • The renewal will be calculated from the transaction date for all customers.
  • If the customer has more than one category on his driving licence which has expired more than 10 years ago, he must take one assessment test, for light vehicle category. When he passes the test, all the categories will be included in the driving licence, and there is no need to take all the tests.
  • If the customer holds a driving licence from an exception country, regardless of his nationality, he is exempted from the evaluation test when renewing his Dubai driving licence.

To replace a lost/damaged driving licence

  • The customer must pay all the licence fines before applying to this service.
  • The lost or damaged driving licence must not be expired.

To request a new driving licence

  • Question 1: If the customer is taking driving lessons in Dubai and then changes the visa to another emirate, who issues the licence after the customer passes the Road Test knowing that the visa is not from Dubai anymore?

Answer 1: Knowing that the file is opened in Dubai, the licence is issued in Dubai after the customer passes the Road test.

  • Question 2: What is the required number of driving lessons if the customer wants to change the driving licence from automatic to manual?

Answer 2: There are no driving lessons required if the customer wants to change the driving licence from automatic to manual, but he should pass the Road Test.

  • Question 3: What is in the Dubai Drivers' handbook?

Answer 3: The handbook includes road rules information, including safe driving and crash prevention tips, and information on traffic offenses and black points. It also includes information about road signs and road markings that are used in Dubai and the UAE. This handbook is the only one related to road rules that is approved by the Dubai Government.

  • Question 4: When is the handbook's information updated?

Answer 8: The customer must purchase a copy of the handbook to make sure that everyone has his own updated copy.

  • Question 9: What if the customer does not want to purchase a handbook as part of the driving licence exchange process?

Answer 9: In this case, the customer will not be allowed to exchange the licence.

  • Question 18: Are there any fees to change the branch of the driving institute?

Answer 18: There are no fees to transfer the driving learning permit to a different branch of the same driving institute. However, there are fees that vary according to driving institute when transferring the driving learning permit to another driving institute, in which case the customer also needs to submit a clearance certificate to transfer the permit to the other institute.

  • Question 19: How long does it take to complete the transfer of the file to another institute or emirate?

Answer 19: The customer must ensure that the training and test data in RTA systems are updated. The file will be transferred to another institute or emirate within 24 hours if all the conditions for issuing the clearance are met. This may extend to 48 hours if the institute has financial claims against the trainee.

To renew a driving licence

  • Question 1: If the customer is on a visit visa, can he renew his expired driving licence?

Answer 1: No, the customer must have a valid Emirates ID.

  • Question 2: If the driving licence is issued in Dubai and the visa is from another emirate, can the customer renew the driving licence online?

Answer 2: Yes, the customer can renew the licence online after making sure that all the details of the traffic file are updated on the traffic system according to the new residence visa.

  • Question 3: If the customer submits the photo to the eye test centre and does the renewal online, which photo will appear on the new driving licence?

Answer 3: As per the policy, only the Emirates ID photo is used. However, if the Emirates ID photo was not extracted for a certain reason, it is substituted with a photo from the system of the General Directorate of Residency and Foreigners Affairs, or from the camera, or the scanner.

  • Question 4: What is the procedure in case there is missing information?

Answer 4: If the customer applies for the licence online with missing information or documents, RTA team sends him an SMS to provide the details.

Answer 1: The customer can attach a photo when submitting the request, provided that it is approved by the relevant team after verification of the identity of the owner of the photo.
