Transfer a driving licence from Dubai

  1. The customer heads to the front desk employee.
  2. The employee sends a link to the customer.
  3. The customer uploads the required documents through the link.
  4. The customer receives the transaction code.
  5. The customer submits the transaction code to the front desk employee to complete the service process and check the application.
  6. The customer hands over the original driving licence.
  7. The customer settles the required fees.
  8. The customer receives electronic copies of the receipt and the NOC to the e-mail address registered in the system, and an SMS to the registered phone number including a link to download the NOC and a copy of the transaction receipt.

Transfer a driving licence to Dubai

  1. The customer heads to the front desk employee.
  2. The employee sends a link to the customer.

  4. The customer receives the transaction code.
  5. The customer submits the transaction code to the front desk employee to complete the service process and check the application.

  1. The customer heads to the concerned employee.
  2. The customer submits the traffic file to the employee.
  3. The customer settles the required fees.
  4. The customer receives the transfer certificate of the test file to another emirate.

Through Website

To transfer a driving licence issued in Dubai to another emirate

  1. The customer logs in to the website and selects Transferring a Driving Licence from Dubai to another Emirate.
  2. The customer pays the fines, if any.
  3. The system indicates the emirate to which the licence can be transferred through integration with the UAE Pass system.
  4. The customer attaches the required documents and submits the application if he intends to transfer his licence to the emirate suggested by the system.

  • Hatta Tasjeel Centre provides this service during weekdays only:
    • Monday to Thursday from 7:00 a.m. till 3:00 p.m.
    • Friday from 4:00 p.m. to 9:00 p.m.
  • The customer must be present in person.
  • The driving licence must be valid.
  • The driving licence is withdrawn when transferred.

To transfer a driving licence from another emirate to Dubai

  • The customer must be present in person.
  • If the customer has a traffic file, the licence is transferred to the same file and the customer is exempted from the fees of opening the traffic file.
  • If the customer does not have a traffic file, he must open a new file.
  • The driving licence must be valid at the time of transfer.
  • If the customer has a visa from another emirate, and wants to transfer his driving licence from the other emirate to Dubai, and if an NOC is required from RTA, he can apply for it in Dubai, free of charge, from any RTA Customer Happiness Centre or through RTA website provided that he works for a company that has a branch in Dubai under the same name stated in the trade licence.
  • If the customer fails the road test in another emirate, he must pass the knowledge and yard tests and complete 4 hours of practical training for a light vehicle, provided that no more than two years have passed since the practical test.
  • The customer must retake all training lessons (theoretical and practical) if he didn't take the practical test in another emirate.

For NOC to transfer a test file from Dubai to another emirate or the opposite

  • If the customer failed his Road test in another emirate and wants to transfer his test file to Dubai, all his training data or internal tests completed in the other emirate are discarded, and he has to take 8 training classes then apply again for a Yard test and a Road test.
FAQs
  • Question 1: Does the issuance date of the transferred licence change?

Answer 1: The issuance date of the transferred driving licence remains the same as the original date specified on the previous licence issued from the other emirate.

  • Question 2: If the customer has fines on his Dubai traffic file and would like to transfer his driving licence from another emirate to Dubai, does he need to pay all the fines on his traffic file in Dubai?

Answer 2: Yes, non-payable fines should be paid at the source and payable fines can be paid when transferring the driving licence to Dubai.

  • Question 3: What's the procedure in case the customer transferred his Dubai licence to another emirate and now wishes to transfer it back to Dubai? And how much does it cost?

Answer 3: The customer must provide a transfer letter from the other emirate and pay 120 AED only to return the licence.

  • Question 4: What's the procedure if the customer wants to transfer his learning file to another emirate with an expired learning permit?

Answer 4: If the customer’s learning permit expired and he wants to transfer his learning file to another emirate as his visa changed to that Emirate, there's no need to renew the learning permit as long as no more than 6 months have passed without any transaction. If there's no transaction for 6 months, the learning file is cancelled.

  • Question 5: What's the procedure if the customer wants to transfer his driving licence test file from Ajman to Dubai and Ajman is asking for a letter from RTA - Dubai?

Answer 5: The customer coordinates with the driving institute from which he wishes to get the driving licence to issue the NOC.

  • Question 6: What are the conditions to transfer a driving licence from another emirate if the customer’s visa isn't from Dubai?

Answer 6: The customer must meet one of the following conditions:

    • The customer must have a personal residence/personal sponsorship (residence/investor/study/work) in Dubai.
    • The customer must be working in the company branch in Dubai and provide a letter proving this. The company name must be exactly the same on both trade licences.
    • The customer must have an Ejari contract under his name in Dubai.
  • Question 7: If the customer is working in Dubai but his visa is from another emirate and his wife is sponsored by him, can she apply for a new driving licence in Dubai or transfer her existing driving licence to Dubai?

Answer 7: Yes, if the husband is working in Dubai and the company name is the same on the trade licence for both branches, his wife can apply for a new driving licence in Dubai or transfer her driving licence from another emirate to Dubai.

Note:

    • The same applies if the husband is an investor in Dubai but his visa is from another emirate.
    • If the customer only has a tenancy contract in Dubai or if his company in Dubai doesn't have the same name as in the other emirate, his wife can't transfer her driving licence from the other emirate to Dubai.
  • Question 8: If the customer has a Dubai light vehicle driving licence and at the same time he has a motorcycle driving licence from another emirate, what's the procedure if he wants to transfer the driving licence from the other emirate to Dubai to add the motorcycle category?

Answer 8: If the customer meets the conditions for obtaining a driving licence in Dubai, he can contact the licensing authority in the other emirate to obtain a transfer letter, and then visit one of the Customer Happiness Centres to complete the procedure.

  • Question 9: If the customer has a Dubai light vehicle driving licence and a motorcycle learning file in another emirate and has passed all the tests, what's the procedure if he wants to add the motorcycle category to his Dubai driving licence?

Answer 9: The federal system won't be able to issue a driving licence in the other emirate because the customer has a driving licence in Dubai. The customer must transfer his Dubai driving licence to the other emirate so that the category can be added and then, if he wants, he can transfer his driving licence back to Dubai.

  • Question 10: Does transferring a heavy equipment licence from another emirate to Dubai require any classes or tests, or are there any special conditions?

Answer 10: Yes, the customer needs to attend 2 classes and pass the road test. He must also pay 1,600 AED at the institute, including RTA fees.

  • Question 11: If the customer has a certificate to transfer his driving licence from Dubai to another emirate, can he drive a vehicle with the transfer certificate until the transaction is completed in the other emirate?

Answer 11: According to the circular of the Ministry of Interior, the customer can use the digital driving licence to drive within the UAE until the procedures for transferring the driving licence to the other emirate are completed (even if the driving licence status on the traffic file is "Transferred").

  • Question 12: Can a customer holding a golden residency from another emirate transfer his driving licence from the other emirate to Dubai?

Answer 12: No, the customer must meet the conditions for transferring his driving licence.

  • Question 13: Can the holder of a disaster visa transfer his driving licence from another emirate to Dubai?

Answer 13: Yes, the holder of a disaster visa (stay permit for nationals of countries facing war and disasters) can transfer his driving licence from another emirate to Dubai, if the other emirate agrees to transfer the file. However, the customer can't issue an NOC from Dubai to transfer the file regardless of where the licence was issued or the visa type.
