Apply for a Major Roads Diversion Permit

This service enables you to request a permit to divert the traffic or close the main roads and intersections and service roads affiliated to the main roads. There are 2 types of permits: "Major Road Diversions Permit" that enables you to carry out construction or maintenance works within the Right of Way (ROW), and "Major Road Diversions - To Whom It May Concern Permit" provided to contractors with annual maintenance works contracts at RTA maintenance Department or at the governmental service authorities.

Eligibility
Contractors, and governmental organisations are eligible to apply for this service.
Required documents
  1. Detailed Layout on a suitable scale showing as existing conditions with the proposed traffic diversion with suitable traffic tools and all safety measures as per Dubai Work Zone Traffic Management manual adopted in Dubai. The drawing should be signed and stamped by the contractor, the consultant and the customer
  2. Copy of the affection plan issued by the Building and Land Licensing Authority in the area (for projects in areas not regulated by Dubai Municipality)
  3. Copy of the building permit issued by the Building Permits authorities for building construction applications (for projects in areas not regulated by Dubai Municipality)
  4. The contract signed with the Roads and Facilities Maintenance Department (To Whom It May Concern Permits for contractors with annual maintenance contracts)
  5. Photo of the work zone (with date)
  6. Copy of the purchase receipt of the Work Zone Traffic Management manual adopted by RTA.

  • Refundable Security Deposit for the proposed temporary occupation of Right Of Way
  • +20 AED Knowledge and Innovation fees.

  • 7 working days (the process time might be longer in case other approvals are required and based on the customer's responsiveness to the service requirements).

Process
  1. The customer logs in using his username and password or UAE Pass.
  2. The customer selects New Permits from the left side menu.
  3. The customer clicks Permit Type and selects the application type as per the required permit and scope of work.
  4. The customer selects the sub-type of the application.
  5. The customer enters the duration and a clear description of the work as per the scope of work.
  6. The customer fills in his information.
  7. The customer marks the proposed work location on the map.
  8. The customer enters the contractor's contact information for technical discussion, if required.
  9. The customer enters the project information.
  10. The customer uploads the required documents.
  11. The customer clicks Submit to generate the application number.
  12. The customer receives the approval on the application after its successful review by RTA engineer in coordination with the relevant internal departments.
  13. The customer settles the required fees and downloads the permit and approved drawings from the application page.
  14. To renew, the customer clicks on Renew in the dashboard then enters the duration and the description of the work and pays the new permit issuance fee.

Terms and conditions
  • The terms and conditions of the permit are provided after receiving the approval on the application.
  • For annual maintenance works the following conditions apply:
    • The company must submit diversion plans according to the type of work, the number of lanes to be closed, and the speed limit of the road, based on the technical standards stated in the Traffic Diversions Manual adopted by RTA (Work Zone Traffic Management Manual).
    • The company must provide all the necessary traffic safety requirements to protect workers and road users, according to the provisions of the Traffic Safety Manual at Work Sites published by the RTA.
  • The company must abide by the Heavy Vehicles banned times, and not circulate during banned times without a separate permit for this purpose.
  • The contractor shall directly coordinate with the Traffic Department to stop the work and open the way to traffic if traffic jam resulted from closing the road.
  • RTA has the right to cancel this permit if the company does not abide by the above conditions.
  • For excavation works , No Objection Certificates must be obtained from the NOC section.
  • The customer must apply for an electronic permit from the Right of Way Permit System (ROWPS) for a main road diversion before obtaining the necessary approvals.
  • Activities that cause noise are not allowed during night time in residential areas and major roads crossing residential areas, during the weekdays from 9:00 pm to 7:00 am, and on Saturdays and Sundays from 10:00 pm to 10:00 am.
  • The contractor must coordinate with Dubai Police after obtaining the permit from the Right of Way department, and coordinate directly with the Inspection Section and the Right of Way Services Section before starting the works.
  • The customer has to submit a refundable deposit in case the work did not require an NOC, because the fees are collected after the final approval of the permit.
  • If the customer does not pay the fees within the specified period, the permit is automatically cancelled.
